I'm not an expert like some of the people who still manage to lose to me despite spending hundreds of hours flying T1-3 planes, but in my experience there is very little dogfighting tactics at play in low tiers. The planes just aren't fast enough for speed and climbing ability to be a significant factor so as soon as two enemy planes get close together they just start the death spiral that ends when either one gets onto the other's tail after a dozen or so whirls around or if one breaks off and tries to do anything but spin in a circle at which point the other immediately latches onto it's tail and blows it away. 

 

The only real tactics at work are positioning oneself so that another plane doesn't have the opportunity to get behind you at all, either by getting on their tail before they realize you're even there or just coming in at them from a non-head on angle and shooting them before they can get close enough to initiate the death spiral. 

 

Seriously do a search for "figure skating death spiral" and you'll see a couples figure skating move that demonstrates every bit of nuance there is to a Tier II "dogfight." The way to win those matches is to think like a hunter that pounces for quick kills rather than a brawler who "mixes it up" with maneuvers. 

 

Edit: Also, having a wingman to watch your back is, as always, a big advantage and even more so at very low tiers. While one of you death spirals with a foe the other has an easy shot at them. If they break off and try to avoid your wingman's fire you immediately get behind them and smoke them like a joint at a Pink Floyd concert.

Nailed it.

 

That's why the Ar-68 and the I-5 SHKaS are the class of Tier II.  The weight of firepower they have means the fight is over before it begins.  And if you can do ANYTHING out of the horizontal plane, your victim is most likely going to potato it up in three turns or less.

Tier III is where dogfighting begins.
