AS far as I know, the only resources are the other modders. Kind of just have to figure things out on your own.

There you can choose options for WOWP
Depending on what you want to mod, there are many aspects that are used.
Python
Adobe Flash *.SWF,which is vector graphics and ActionScript.
DirectDraw Surface,*.DDS
XML - there is a software you will need to DL to decrypt most of the XML files so that you can edit them.
MO/PO - Machine Object/Portable Object
Graphic Editing software - this is needed to modify the DDS files and many of other graphic files.
There might be more, but that is what I know for what I have done in modding. Well not anything related to Python since, I am not well versed in Python, I can read it and understand it but to complete write a Python file to create the more complicated mods is beyond me.
