Premiums do NOT increase material drop rates
What DOES increase drop chances are the kind of targets you kill. I believe blindfold mentioned this in passing a long time ago but there is no specific chart for it.
Also, winning is also key because you only get materials if you win

I guess the only way to answer this (we won't get any response from the devs... why are they so cold and silent?) is for some one to fly a tier 8 (or 9 or 10) premium plane and count/log the parts received in 100 wins. Then do the same flying the same tier non-premium plane of the same type/class and record the total parts to get hard numbers. The total XP earned will also need to be counted so the results can be averaged for apples to apples comparison of the results as we know higher personal xp scored = more parts won.
I can't do that myself as I don't have any high tier premium planes. Maybe some one like Captain Underpants could be asked to do this?

No. I am content that Premium planes do not give more parts.
I didnt have a problem with having enough flight instruments until i began to fly more MultiRoles and less Heavies.
Maybe you should fly more Heavies, OP?
When it comes to materials and their drop rates there are a few things to keep in mind.
Thing one: win consistently or you get bupkis.
I shouldn't have to spell this out for y'all. but at the same time
so many mid-tier turn fighter players that still have a sub 50% winrate while pulling down 14k points per game exist that it is practically a meme.
Thing Two: Win big. The more you score the more chances you get to have a material drop.
Pulled down 20k points in a low tier game last week and wound up with both 8 frame and 8 mech from one battle. 16 (!) parts from one game
Thing Three: Some things just have different rarities than others.
presuming you are flying in tier 8 and win you have access to all types of mats. Lets presume you did well and earned 7 mats. Odds are that 4 of them are gonna be frames or mech parts while the other 3 mats will be one, some, or none of, the other options. I cant prove this with hard data but I am a firm believer that doing a particular type of thing (killing/damaging/fire starting/causing crits) to a particular kind of in game object (Lights/MR/Heavies/Bombers/Attackers/ADA/Ground Targets/Bomber Flights) will decrease the rarity of particular types of materials.

1) what you need to do,
2) whom you need to do it to
3) what you get when you do it
4) whether or not the conditions are location specific or even
4) how many times you need to do it in a battle and whether or not that count resets with each new sortie?
SO i really can not say things like

every third heavy fighter you kill is worth one weapon part
or
killing two Spit/Yak/Zero gets you one frame and Killing 2 MiG/'stang/109 will get you one engine part.
or
every 4th bomber/attacker kill guarantees a flight instrument but only when capturing or defending a zone
... Unless you are a heavy which gets credit for killing bombers and attackers anywhere on the map
BUT I CAN SAY
That if you are in fact running out of a particular piece of equipment compared to other stuff. You may need to fly different kinds of planes to get them.
Half of the planes in my hanger are fighters. and they are mostly energy fighters at that. so of course I have no mech parts.
Spitfire and other turn fighter mains seem to never have enough airframe pieces.
Either one of these problems can be addressed by flying in tier 1-4 (also knocks out tokens)
For the past few months I have been on a bit of a Multi-Role kick (finishing up ze germans and moving through the Thud line) which means doing alot of uprated engines and boosters. Thus I am recently hitting a similar flight instrument shortage, as well.
At the same time my Heavy flying time has dropped off a lot. I firmly think there is a correlation.

Different targets drop different materials, so yes, the kind of target is important. Another factor is the tier.
There are also two additional principles:
The more HP has a target the higher chances are for getting materials. For example, bombers and heavy fighters or armored ground targets. There's a slight chance to get 2 or even 3 parts for destroying one target.
There's a higher chance to gain materials for killing players/bots aircraft than for destroying ADAs and Bomber Flights.
