Only one turret is ever used at a time; the used turret depends on where the enemy is. Because of this, you'll never get all 4 guns to shoot at the same aircraft at once. The Ju 88 P has a similar situation where its upgraded turret shows two MGs, but only one ever shoots at a time.

Yup, that's basically how it works. You can even see the turrets switching between them. WG didn't add multi-turret capabilities until they introduced the German bomber line, and even then the A-26B did not change in its mechanics. I believe the reasoning was that the A-26B has a single gunner, while something like the Do 17z has a gunner for each individual turret
