I dropped this before but it came back to mind.
I would want to introduce a new type of battle which will feature from start of the war until end of the war (tier IV (1939) - Tier VII (what if 1946))
It would introduce two new categories of airplanes which will only span for this period.
After the war,  both divebombers and torpedoplanes days were over anyway.

As a player you don't have to choose this parallel mode ingame.
But choosing a plane from Divebomber or Torpedo/Bomber Class would automatically imply that you would enter a pure naval battle where gaa's and bombers will be replaced by divebombers and torpedoplanes. Choosing an already existing naval fighter or multirole would give priority to enter such a battle, but if no such battles were available in the current queues, they would shift to normal battle queues.
This means that the player doesn't have to choose for a certain battle mode, but the type of plane you select will make that decision.
I think it would offer a more balanced game, because your opponent would have the same choice of aircraft and maybe add some fun because it would introduce torpedo's into the game. This mode could also introduce a Grumman carrier based MRF (or LF) class (the Cats)

this would result into the following tech tree lines

US Torpedo/Bomber-class:

Douglas TBD1 Devastator (IV) > Grumman TBF1 Avenger (V) >Grumman TBF3 Avenger (VI) > Douglas XTB2D Skypirate (VII)

US Divebomber class:

Northrop BT1 (IV) > Douglas SBD Dauntless (V) > Curtiss SBC2 Helldiver (VI) > Curtiss XSBC3 or Douglas AD1-Skyraider (VII)

Japanese Torpedo/Bomber class

Mitsubishi B5M Mabel (IV) > Nakajima B5N2 Kate (V) > Nakajima B6N Jill (VI) > Nakajima C6N-B Saiun (VII)

Japanese Divebomber Class

Aichi D3A1 Val (IV) > Aichi D3A2 Val (V) > Yokosuka D4Y Judy (VI) > Aichi B7A Grace (VII)

UK Torpedo class (not really carrier based, but the beaufort line)

Blackburn Botha (IV)  > Bristol Beaufort (V) >  > Bristol Brigand (VI) >Short Sturgeon (VII)

UK Divebomber class

Fairey Albacore (IV) > Fairey Barracuda (V) > Fairey Firefly (VI) > Fairey Spearfish (VII)

One could take the a page from the Bomber Escort Mode.

Make a few new mid tier maps with  naval task forces of various size as Cap zones.

And a few small islands for land based aircraft to spawn.
I am definitely including Boeings, P-38's, Beaufighter's, the Republic and Curtis/Mustang lines + Both japaneese Ki lines.

At this point everything Not in a corsair or zero line. which get to spawn closer to the action with a fleet carrier spawn.

Players are escorting flights of dive or torpedo bombers. (this way Devs can model the planes and A.I. behavior for future release)

Do you remember the Attrition mode? Large map with an island or two that also has strategically located of cap zones.
Landing Beaches (garrisons) . artillery parks (missle base) , airfields and Command centers etc.  Defenders spawn there.  (land based aircraft welcome)
Attackers spawn from invasion fleets. (fleet carriers for repairs. or command centers. Battleship groups for Military Bases )
Attackers have to flip cap zones on the beaches.
Defenders have to prevent that. defenders can also try to sink attacker spawns.

You can even make different maps for the UK/German/Russian side of things that have cap zones made of convoys and escorts (garrisons)  anti shipping surface vessels (light cruisers and such doing what a military base do)  Command Centers calling in bombers that drop torpedoes.

Fair warning. My success rate at speculative guesswork is much like my WinRate. Hit or Miss.
Usually I start on the right track and then a make a weird left turn and get lost in the weeds ...
And yet it doesn't stop me from speculation.

Great input
Definitely a well thought way of introducing divebombers or torpedoplanes to the game.

I've been thinking about stuff like this for a while.  Back when the game first started they had much more dynamic targets on the map.  Tanks and Landing craft would spawn and move during an attack.  In a naval battle you could have ships that move rather than just stay at anchor.  I think a map with a rail yard and trains that move or attempt to move would be cool as well.  With dynamic targets you could also add spotting mechanics to the game like world of tanks has.  Concealment would be more important as well.  They need to do something to keep evolving they can't just throw more planes at us.

Indeed, one premise to make such a mode work is that they also have to imply moving targets.
A naval battle where all ships would be at anchor, would be rather dull and quite easy for torpedoplanes.

edit: i remember these landingcraft from 1.x, but i remember them as bein static targets
