It means what it says, it is on another configuration(stock or specialist) of the same plane, and yes, you can swap equipment from one config to another of the same plane free of charge.
If you use it, it will be taken from the other config.

'In another config' = if you just upgraded a plane from Elite to Specialist those are the Equipment your Elite config had.
You can mount them to the Specialist config for free
(can also move back to Elite from Specialist but there isn't much reason to do that)
A recent thing I learned is you can mouse over the plane icon top right of each Equipment & there is a tooltip that tells you which plane its mounted to.
Don't forget to set back to Elite & clear out any spare Consumables etc (then back to Specialist), do it with your other Specialist planes too, you may find a whole heap of spare Equipment & Consumables you didn't realise you had.
