I'm having trouble getting a custom nose art to show up in the game, what settings should I use when saving it in paint.net?

For the record this is not about making skins this is about modifying the decals you apply in the paint shop, like the shark mouth for the P-40. What happens is after I save it in paint.net it shows it as there being no decal at all.
