Here's how I see it:
Bug-report topic is created to report a bug.
There're 2 ways of development:
1. We already know the problem reported. Then I inform the OP that the problem is known. If the problem is known, feedback and reaction received why do you need the topic to be open?
Since a bug is reported and the reaction on the issue is provided the topic fulfilled the mission it was created for. As I said - report topics are created for reports. It is simple.
2. We have never heard about the issue. Then I ask the OP for additional information, wait for it and deliver it to the devs. Bug is noted, all we have to do is wait. Why do you need the topic to be open?

Actually, closing bug-reports topic is a common thing not only for "socialist control" but any moderated official forum including western companies' ones. It simplifies the procedure of gathering feedback and prevents offtopic and flood.
However if being consistent and logical somehow hurts your feelings and you prefer the topics to be open for offtopic and flood, it is not a problem. It will surely make the process of tracing and collecting feedback more complicated for me but... anything to please the Community.
