That's absolute truth there. Population on Test Servers dropped precipitously for a number of reasons. All but the first on this list taken from comments and complaints aired out on the forums after each testing cycle.
1. Dropping test server population commensurate with the dropping game population. Less people playing means less people willing to test.
2. "Bugged" and "Glitched" reward emblems that were promised to testers were never delivered, and then forgotten about.
3. Feedback obviously not taken into consideration from one iteration of the test to the next, and then patch was released with bugs/flaws/faults intact that had been pointed out in testing.
If there's no reward for doing so, and there is a perception that one's feedback isn't received or considered, what is the incentive to participate when there are so many more productive things one could be doing with one's time?
