1. If WoWP were to revert the ground target system to the pre-2.0 builds - but still use capturable sectors system that is in place now - this probably would be a thing. Because Pre-2.0, they had artillery positions, ongoing tank battles, supply convoys, warships, and a whole manner of other things as ground targets. This is one of my few irks with post 2.0 WoWP, they reduced the variety of ground targets to buildings on land-locked maps, and destroyers, which only show up on island maps.

3. The Do-17Z, Ju-88A, and Do-17M are already in the game as a T4 T5 and T6 respectively, the He-111 would likely fall under T4 or T5, and those positions are already filled by lesser known bombers. Though to be fair, the He-111 was more of a strike bomber, it could carry a single (or pair) of very destructive bombs to a target, [IIRC from IL-2 Sturmovik, it could equip SC-1000s, which would have twice the explosive power of the most powerful bombs currently in game.] It will likely either make cameo appearances in bomber attack groups, or appear as a premium bomber, if it is to be added later.
4. The SBD Dauntless would probably wind up in an American GAA line if the devs decide to put one in, I would think the point of an American GAA line would be massive bomb and rocket power, but weak gun power at first, some protected with defensive turrets. [I recently mentioned the Douglas A-1 Skyraider in another topic, first introduced in 1949, it could carry a wide array of bombs and rockets, but also had a solid gun armament.]
5. The signature airbrakes of the Stukas have been talked about before, the devs would have to make a stuka separate from the one currently in the game, and also give it special airbrake mechanics, because there is already an airbrake button in the game to slow your plane down, but they would have to give the original Stukas a special treatment. This is likely to not happen for quite some time, if at all.
6. Also talked about and up in the air at the moment with the development team, IIRC they have been mentioning working on a mode like this.
7. While an ocean map would be neat, it would break the current setup of the game, and would force the devs to introduce certain aircraft types to compensate.
Because not all aircraft were designed to be able to be launched from carriers [IIRC the B-17s that participated in the Doolittle raid had to be modified to a certain degree in order to take off from a carrier deck]. This would also limit what planes would be available for use to the following craft currently in the game (That i know of that were able to launch from carriers):

With the current state of the game, that would limit these battle types to only 3 nations (barely). The devs would have to consider adding the following aircraft to balance it out (That I have heard of so far):

This still leaves out the Russians, Chinese, French, and barely includes Germany, while greatly reducing Japan's presence for such full-naval engagements, and im not even sure all these examples I listed were meant for carrier-borne operations.
Overall, while it is a novel idea, there are WAY TOO MANY questions and problems that would need to be addressed by the devs. If anything it would likely show up as an event mode within the next few years.
- Ground based airplanes attacked ships in open water quite a bit.
Both in and around the English channel and in island chains like the Solomon's.
Convoys from England to Russia were constantly harassed by land based German aircraft.
Keep the current slate of aircraft and open water map!
(plus its an arcade game, there exist much greater inaccuracies to get pedantic over).

- Alt tier GAA (P-40 is Tier 5 and leads to P-38 also Tier 5).

That sounds like it was a lot of fun.
- I wasnt disagreeing with you necessarily about the whole attacking ships thing, only that it would take an extensive amount of work to re-implement to the complexity you are speaking of. (there's also the question of should these targets be able to move? among others. which would invite things like torpedoes and such), and to your blue text, yes, we do not disagree there either.
- A premium Stuka would be a bit awkward, i'd rather see a line of unique "precision" bombers bloom off from it.
- I would think an American GAA would start quite sooner than tier 4-5, the U.S worked on a boatload of naval aircraft designs in the 30's that could perfectly fit the role of T4, T3 and even T2 ground attack craft. Now that were speaking on it i could see American GAA's being relatively agile early on with weak guns, and in higher tiers, strong guns but not quite as agile as their lower tier counterparts (though more agile than both german and russian GAAs), with not as much HP as either one.
- Change the elevation of all land to below sea-level.
- Change the building models to look like ships (except the destroyers, they already look like ships).
Done.
No movement, no need. It can be simulated with a wake effect if desired.
Torpedo planes would be AWESOME, but leave em out for simplicity.
The more complex the less chance of it ever happening.

In WoT, there are often changes to the tech tree.
There are lots of partial lines that dive in and out of other lines. This allows for tanks to be in the game that otherwise would be left out.
Instead of doing an entire line all at once, they do it in pieces and change the line as they go - they also often end up giving free tanks when they change the lines! So, throw the Dauntless and other aircraft in there as an alt tier-whatever, then later create the whole independent line. Simplicity.
A 'good plan' now

Air to air collisions are 99+% fatal to both aircraft.

Only bots flying heavies go for rams intentionally, anything else is AI derp. Making rams guaranteed kills is only going to make the issue worse, on top of nerfing high HP aircraft to the ground

Idk, most rams on my GAAs knocks out the engine or a wing. It's not like I can get out of the way either, so the last thing I need is having someone constantly chasing me down and crashing into me for a nearly-guaranteed kill
This is my IL-2 (t). There are many like it, but this one is mine.
All super solid ideas. Some I have tossed around. Some have been suggested previously but some are brand new.
Frankly I just think there are way too many questions to answer here now, but like i have said in the past on this topic, perhaps in the near future when the game has been adequately built up further.
