I believe if you visit the FAQ section of the support site there are a list of steps to follow to perfom a clean uninstall/reinstall.  It involved CCleaner as well.

 If clearing the game cache files, and/or doesn't fix this, it may be an issue with the client itself. has anyone else experienced this issue?

Yes sir, MARS is dead on. A totally clean install sometimes is the only way to go. We are speaking from experience lol.

Bad news, it's not fixed yet via clearing cache nor reinstall, what s a PM anyway?

Guys! GOOD NEWS!!! I eventually solved this problem. PLEASE tell others who are bothered by this issue, log in their account in ANOTHER computer, and purchase, new plane will be in slot. Thank you.

Login to a different user account on your PC. 

 

Launch the game, buy the problem aircraft.

Login to your primary windows user, play the game like normal.
