I've been having the same issue since b4 1.8,DrSinister is right, poor optimization

less than 30 and usually in the teens for me.

AMD Bulldozer 8core 4.1ghz

32 gig ddr3 1866

gtx960 4 gig

2 ssd,128 gig with planes and OS,p80 with my other games.

Don't worry my i5-4670K at 4.2ghz, 16gb of ram, and gtx 1070 barely manages 50 fps. I don't think it's a hardware issue.

Ya I just played a game after doing all the research to bring my cpu down to sub 20% thinking that was the problem, but it wasn't. Just played a game, and I still have <20 fps I posted a topic asking for help earlier.

Lot's of builds much more powerful than mine.  I am glad I did not go all out but kept to a budget as this is pretty much the main game that I play at the moment.

I am getting FPS anywhere from 70+ at start of match to maybe 30 at the lowest when in a GA surrounded by other planes and explosions all around.  Rarely will it dip below 30.  So I guess whew!  

 

Better FPS when flying high up than when burning ground targets.  

 

I have noticed that the FPS improved just lately.  I thought that maybe the latest micro patch helped, but then I realized the Albion event is over and there are less humans in the game and I think that has the most impact.  As said before, the game lacks optimization.  From reading this thread, I think you could buy the biggest, baddest processor and graphics card combo and you still will not see the performance improvement that you get with other titles.

Well compared to the client crashes and lock ups... they need to hire better programmers

I've dropped down to 25 fps average when I used to have at least 40-60 consistently. On top of that, I get drops to extremely low fps (1-5) for anywhere between 30 seconds to a minute and a half, during which I effectively cannot play the game. Restarting helps, but then your plane usually flies into the enemy and gets destroyed. 

 

Running a Nvidia 1050 TI and an i7-7700HQ CPU, with 16GB ram.
