The barracks is slow loading for me but it does eventually load, it may also take longer depending on how many pilots are in your barracks. My suggestion would be to wait longer & see if it will load.

been happening to me , hit the barracks button game locks . have to hit control esc to close game . log back in to resume play. work around is to check pilot replacement on a plane of that nation. <i

This issue has been reported and should be fixed in an upcoming update. try clearing your game cache, as it may help in the meantime
