I was just wondering if anyone else has experienced any moderate to severe rubber-banding, "boing", since our last illustrious update?

On a regular and severe basis. All over the place. Like fighting helicopters.

Yes,plus it happens more often when there  are multiple human players in the match.

since last patch ping has dropped slightly and frame rate up 20 plus

I quit playing a month ago due to moderate amounts of alarming and sudden sideways thruster maneuverability maneuvers.

I was having a lot of packet loss today. Only had one with 100% packet loss and kicked off the server.  Had many lower ones that affected my game play.
