So no matter how close you are to the ground, the bombs still have a time delay before exploding? It looked like a couple of drops you were only a couple feet from the ground and the bomb didn't explode on impact right away.

They are always on a timer unless they directly hit a plane. Watch this slo-mo video to see bombs plant in the ground before exploding.
