I would say so... Out of 34,000 battles I only have about 200 battles across all tier 1s, let alone 1 plane.  Those numbers are slowly climbing though due to daily missions.

I never lose; either I win or I learn.

...to be clear......I didn't remove any other planes.....those were the ONLY planes flown in the time period chosen  :B

Dude, the P-12 and P-23 are some of the most OP planes at these tiers.  I can tear the *ss off an I-15 in my P-23 almost every time.  The P-23 is probably the most under appreciated plane in this game at those tiers.  Just IMHO, but man, the I-15 just falls to pieces after the first few hits.  I know a lot of baby seal clubbers stand by the I-15, but those of us who club adolescent or adult seals prefer the alternate route.

I like the Spad personally.

    8. It is better to attack in groups of four or six. Avoid two aircraft attacking the same opponent
