Get your hands out of your pants, this isn't about skills, it's about plane proficiency changes.

It used to be you trained a pilot to 100%, got to the next tier plane and could transfer the pilot (and his skills) to the new plane with a 25% performance penalty.

 

You could then retrain him to 90% with silver or 100% for gold. Well now, you get to retrain him to 75% for the same amount of silver before. That's as lame as FDR.

so retrain to 75% with silver and grind out the rest to 100%, what is the issue?

All the more reason to return proficiency training to premium aircraft...

Might as well not retrain until tier 8...

Well among other things it's pretty annoying that you can't even use premium planes to grind him up from that 75% now.  So unless you spend gold you're going to be at a considerable disadvantage for a longer period.  

 

It's a blatant cash grab that verges on pay-to-win, and it's especially annoying because it's essentially a downgrade to previously purchased premium planes.
