And just to clarify: this survey is for all forums, but if you have any comments/suggestions/ideas about a specific forum, please write them in the last field of the survey (free response).

Here's a better solution: Fire those useless, out-sourced moderators who clearly don't know their own rules and effectively do "RNG" moderation, and hire people from WGNA (Who actually live in the NA and have a competent understanding of English), or hire player-mods who have to answer to WG.

I'm sorry, but that's not true.
The article on the portal said: "if you input your account name at the start of the survey, you'll be entered into a drawing for Premium time and rare vehicles" (Full news text)
That means that it was a raffle. And all winners of the raffle got their prizes.

Unfortunately it is actually quite true. You didn't wind up giving away premium vehicles as promised, and complaints were ignored as has become typical.
