High-Altitude AA is an awesome idea, it will emphasize the GAA job and get them low with their noses down supporting the team as they should. Even if they do choose later in the game to come up for air. However, if the AA is shooting higher than 1500 meters I think it's a bit drastic.. Especially with some planes struggling to get that high in earlier tiers. Would not be against an AA scaling as the Ground target health pools.
I'm indifferent on the GT's being larger, as I didn't have an issue hitting them before. I don't think they necessarily should have been made larger and had their HP reduced, as that seems to be a double nerf? Just do one or the other.
In regards to the HP increase, of course targets should have more HP as you move up the tiers. The only time this comes into question is cross tier platforms when you have an IL-20 attempting to keep up with a 40. Maybe do an average between the two tiers when two cross tier GAA are in the game. I truly hope the ships were not touched, as they're already give me kills as they are.
What is broken with the superiority scale? Again I am unable to log-in to see the changes, but the superiority scale seems to be working as planned right now. Allowing huge shifts in balance of superiority depending on what's going on in the game. While at the same time allowing dominance late in the game instead of extending it another 5 minutes because of a full reset.
