Here's a quick fix to use the triggers for Fire and Flaps. The included controls layout:

 

Yaw                     Axis 0 (Left Horizontal)
Thrust & Boost    Axis 1 (Left Vertical)
Fire & Flaps        Axis 2
Roll                     Axis 3 (Right Horizontal)

Pitch                   Axis 4 (Right Vertical)

 

Launch Rocket                          J1 (B)
Drop Bomb                                J2 (A)
Consumable 3                           J3 (X) (I have my fire extinguiser in this slot)
Lock to target in screen center J4 (Y)
Switch to Strafing Mode            J5 (LB)
Switch to Sniper Mode              J6 (RB)
Look Backward                         J7 (Back)
Show Players                            J8 (Start)

Thank you so much, I get what you are saying and replaced the file, but my gamepad wont work, I'm assuming this is for joystick only?

But camera will still not lock behind plane

Wargaming needs to roll back the Gamepad config .xml to 1.4, as instead of improving Gamepad usability they broke it....
