WG is a Belorussian company,but I think a lot of the devs are from Ukraine.

The developer studio is in Kiev. I presume that most of the devs are Ukrainians but i'm not 100% sure

WG which owns the game is from Belarus. However the WG developers were already busy with WoT so they hired Persha Studios (Ukraine) to develop WoWP.
