Id seem to remember that Goering said he knew the war was over when he saw P-51s flying over Berlin. Is this true?

Goering said, "I will give every Luftwaffe pilot 100 pieces of gold for every Mustang they shoot down." But, later that day, he rescinded the offer. He did hand out some tokens, though.  Wulf

He did not mention mustangs by name.
He said "When I saw your bombers over Berlin protected by your long-range fighters, I knew then that the Luftwaffe would be unable to stop your bombers. Our weapons plants would be destroyed; our defeat was inevitable."
He was talking to General Spaatz of the USAAF.
