I've submitted a ticket on this, but yesterday I noticed on the A6M5 and the A7M that the 13.2mm type 3 machine gun has a dps of 94, while the 20mm type 99-2 has a dps of 80. Wondering if these are true values. If so, wouldn't it be better to keep the 13.2mm on the A7M rather than upgrade it to the 20mm?

The 13mm's are good, but have a lower probability of blowing a part of the plane off. Not that the Type-99's blow anything off anyways, just stick with the 13mm.
Not a poser P51A troll but around 145+ games, 90% win rate, too many to count kills.
Overall: 2300+ games, 85% win rate, 5.3k+ air kills

Was thinking the same, if the values were true. Will install the 13s and see whats up. Thanks.

It's about damage per shot, plus the 20mm Type 99-2 has the ability to use HE ammunition. That alone puts it leagues above the 13.2mm machine gun.

Does the HE make much difference, in your experience? I've put it on a few planes, but not seen much appreciable difference. I keep hoping to set someone on fire, but I've only managed it a couple times in previous patches and don't recall it happening in the last 100 games.

High explosive ammunition inflicts secondary damage effects in addition to the primary kinetic damage. To make it simple, think of mini grenades exploding on your target upon contact.
It's actually much more complicated than that, someday I'll explain the mechanics fully.

In real life HE shells follow 2 to 3 AP shells. The AP shells shred a hole, the HE explode inside....

The 13mm does overheat slower and therefore can keep a sustained burst...while the additional cannons that replaces them in the A7M does make it hit like a hammer when they do hit, you need to be very familiar with how the cannon shoot.
I find better success in my A7M using the machine guns...but I have to try the HE loading sometimes.

WoWP makes a great jousting game...especially with the 262 and people busy in furballs...
